Eide’s common document refers to new security blueprint

The common document prepared by UN Cyprus envoy Espen Barth Eide deals primarily with security and can be considered as a new security blueprint.

The document was handed the divided island’s two chief negotiators as a first draft ahead of the Cyprus problem Conference in Crans-Montana, Switzerland on June 28.

The nine-page document entitle ‘A guide for the negotiations in security and guarantees at Crans-Montana’ is divided into four sections; Constitutional Security, External Security, Internal Security and the Implementation of the solution and is largely based on the negotiations between the negotiators and technocrats of the two sides as well as those from Greece, Turkey and Britain in Mont Pelerin III.

The document recognises some basic principles such as Cyprus is a member of the European Union and the United Nations.

The document does not contain any United Nations bridging proposals but details the positions expressed by the two sides and describe the framework in which the negotiations will tackle the issues of security and guarantees.

The government is expected to submit its comments on the document within the next few hours.
