Το διακομματικό νομοσχέδιο κατατέθηκε από την πρόεδρο της Επιτροπής του Κογκρέσου για την προώθηση των ελληνικών θεμάτων, βουλευτή Μαλόνι.-
Νέα νομοθετική πρωτοβουλία για τη προστασία του Οικουμενικού Πατριαρχείου απέναντι στις τουρκικές αυθαιρεσίες ανέλαβαν οι επικεφαλής της κοινοβουλευτικής ομάδας στο Κογκρέσο για την προώθηση των ελληνικών θεμάτων (Hellenic Caucus). Πρόκειται για ένα διακομματικό νομοσχέδιο που φέρει την υπογραφή της δημοκρατικής βουλευτή Κάρολιν Μαλόνεϊ και του ρεπουμπλικάνου βουλευτή Γκας Μπιλιράκη, και την υπογραφή άλλων επτά βουλευτών (έξι δημοκρατικών και τριών ρεπουμπλικάνων). Στόχος του νομοσχεδίου είναι να καταστήσει την Τουρκία υπόλογη για την παραβίαση των θρησκευτικών ελευθεριών του Οικουμενικού Πατριαρχείου, των Ελλήνων Ορθόδοξων Χριστιανών και των άλλων θρησκευτικών μειονοτήτων.
Σχολιάζοντας το νομοσχέδιο, η δημοκρατική βουλευτής της πολιτείας της Νέας Υόρκης Κάρολιν Μαλόνεϊ, η οποία βρίσκεται στο πλευρό της ελληνοαμερικανικής κοινότητας, σημείωσε ότι «”ο Νόμος του 2021 για τη Θρησκευτική Ελευθερία στην Τουρκία και στο Οικουμενικό Πατριαρχείο” θα ασκήσει σημαντική πίεση στην Τουρκία για να σταματήσει να παραβιάζει τις θρησκευτικές ελευθερίες του Οικουμενικού Πατριαρχείου. Χωρίς απτές επιπτώσεις από τις Ηνωμένες Πολιτείες, ο πρόεδρος Ερντογάν θα συνεχίσει να λειτουργεί με ατιμωρησία και η Τουρκία θα διατηρήσει την εκστρατεία της για θρησκευτικές διακρίσεις εναντίον των Ελλήνων Ορθόδοξων Χριστιανών, του Οικουμενικού Πατριαρχείου και των άλλων θρησκευτικών μειονοτήτων. Ως συνιδρυτής και συμπρόεδρος της Ελληνικής Κοινοβουλευτικής Ομάδας (Hellenic Caucus) στο Κογκρέσο, έχω καλέσει την τουρκική κυβέρνηση να σεβαστεί τα δικαιώματα του Οικουμενικού Πατριαρχείου και να ανοίξει ξανά τη Θεολογική Σχολή της Χάλκης. Αυτή η νομοθεσία είναι το βήμα που πρέπει να κάνουμε για να επιτευχθεί αυτός ο τελικός στόχος».
Από την πλευρά του, ο Γκας Μπιλιράκης τόνισε ότι «οι Ηνωμένες Πολιτείες πρέπει να παραμείνουν συνεπείς στην επιβολή των κοινών δημοκρατικών αξιών, οι οποίες αναμένονται από τους λεγόμενους συμμάχους μας, συμπεριλαμβανομένης της επίδειξης ενός συνεπούς σεβασμού στα θέματα των θρησκευτικών ελευθερίων».
Το διακομματικό νομοσχέδιο με τίτλο «Νόμος του 2021 για τη Θρησκευτική Ελευθερία στην Τουρκία και στο Οικουμενικό Πατριαρχείο» θα καταστήσει την Τουρκία υπόλογη για τις θρησκευτικές διακρίσεις και θα εκφράσει τη δέσμευση των ΗΠΑ για την υπεράσπιση της διεθνούς θρησκευτικής ελευθερίας με τρεις τρόπους:
Εκφράζοντας την αίσθηση του Κογκρέσου ότι η τοποθέτηση της Τουρκίας στην Ειδική Λίστα Παρακολούθησης (του Στέιτ Ντιπάρτμεντ) θα ήταν ένα ισχυρό και αποτελεσματικό εργαλείο για την επισήμανση των παραβιάσεων εναντίον της θρησκευτικής ελευθερίας στην Τουρκία και εναντίον του Οικουμενικού Πατριαρχείου
Ζητώντας από τον πρόεδρο Τζο Μπάιντεν να υποβάλει έκθεση στο Κογκρέσο στην περίπτωση που θα αποφασίσει να αγνοήσει τη σύσταση της αρμόδιας επιτροπής (USCIRF) και να μην συμπεριλάβει την Τουρκία στην Ειδική Λίστα Παρακολούθησης. Η έκθεση θα πρέπει να περιέχει μια λεπτομερή αιτιολόγηση της απόφασης του.
Ζητώντας από τον υπουργό Εξωτερικών να υποβάλει έκθεση στο Κογκρέσο σχετικά με την πολιτική του Στέιτ Ντιπάρτμεντ για την προώθηση των θρησκευτικών ελευθερίων στην Τουρκία, Η έκθεση θα πρέπει να περιέχει μια περιγραφή των προγραμματισμένων προσπαθειών για την καταπολέμηση των επιδεινούμενων συνθηκών για τις θρησκευτικές ελευθερίες στην Τουρκία, στις οποίες θα συμπεριλαμβάνεται η διπλωματία, τα προγράμματα εξωτερικής βοήθειας και άλλες σχετικές προσπάθειες.
Ικανοποίηση στην Ελληνοαμερικανική Κοινότητα
Ο πρόεδρος του Αμερικανικού Ελληνικού Ινστιτούτου (AHI), Νίκος Λαρυγγάκης, είπε ότι «ήταν τιμή για το AHI να συνεργαστεί με τη βουλευτή Μαλόνεϊ για να στηρίξει τη νομοθεσία σχετικά με τη συστηματική δίωξη της Τουρκίας εναντίον του Οικουμενικού Πατριαρχείου. Συγχαίρουμε την βουλευτή Μαλόνεϊ για την μακροχρόνια δέσμευση της στην προστασία των δικαιωμάτων του Οικουμενικού Πατριαρχείου. Μετά την μετατροπή της Αγίας Σοφίας από μουσείο σε τζαμί, είναι σωστό και απαραίτητο να έχουμε μια ισχυρή και διμερή αντίδραση από το Κογκρέσο. Αυτή η νομοθεσία ικανοποιεί αυτήν την ανάγκη».
Ο ύπατος πρόεδρος της οργάνωσης AHEPA, Τζορτζ Χωριάτης, επισήμανε ότι «η Τουρκία καταστέλλει διαρκώς τη θρησκευτική ελευθερία και τα ανθρώπινα δικαιώματα των μειονοτικών πληθυσμών της με ατιμωρησία. Ο Νόμος 2021 για τη Θρησκευτική Ελευθερία στην Τουρκία και στο Οικουμενικό Πατριαρχείο είναι μια σημαντική διακομματική νομοθεσία που θα καταστήσει την Τουρκία υπεύθυνη για την μισαλλοδοξία και το κακό ιστορικό της πάνω σε θέματα θρησκευτικής ελευθερίας».
Από την πλευρά του, ο εκτελεστικός διευθυντής του Συμβούλιο Ελληνοαμερικανικής Ηγεσίας (HALC) Έντι Ζεμενίδης σημείωσε ότι «η βουλευτής Μαλόνεϊ έχει από καιρό αναγνωρίσει ότι η καταπίεση της Τουρκίας στο Οικουμενικό Πατριαρχείο απειλεί την ίδια την ύπαρξη του Χριστιανισμού τόσο στην Τουρκία όσο και στη Μέση Ανατολή. Η κυβέρνηση Μπάιντεν πρέπει να ακολουθήσει αυτή τη στάση αρχής της βουλευτή Μαλόνεϊ σε αυτό το ζήτημα. Ο πρόεδρος Μπάιντεν, ο οποίος έχει επίσης ισχυρό ιστορικό στα θέματα θρησκευτικής ελευθερίας του Οικουμενικού Πατριαρχείου, πρέπει να στηριχτεί στο προηγούμενο που δημιούργησε η υπόθεση του πάστορα Μπράνσον και να καταστήσει σαφές στην Άγκυρα ότι θα υπάρξουν συνέπειες για τη συνεχιζόμενη καταπίεση των χριστιανικών μειονοτήτων».

“The United States must uphold our commitment to defending religious freedom abroad by holding Turkey accountable for violating the religious freedoms of the Ecumenical Patriarchate, Greek Orthodox Christians, and other religious minorities,” said Congresswoman Maloney. “The Turkey and Ecumenical Patriarchate Religious Freedom Act of 2021 would apply meaningful pressure on Turkey to stop violating the religious freedoms of the Ecumenical Patriarchate. Background
Although the Constitution of Turkey provides for freedom of religion, President Erdoğan and his government continue to violate the religious freedoms of Greek Orthodox Christians, including the Ecumenical Patriarchate and its spiritual leader Bartholomew I, who represents more than 300 million Orthodox Christians worldwide.
The International Religious Freedom Act of 1998 (IRFA) cemented international religious freedom as a U.S. foreign policy priority and established the U.S. Commission on International Religious Freedom (USCIRF), which monitors and produces annual reports on religious freedom conditions in foreign countries.
In its 2021 Annual Report, the USCIRF stated that “religious freedom in Turkey continued to follow a troubling trajectory” and recommended that Turkey be included on the Special Watch List “for engaging in or tolerating severe violations of religious freedom,” the same recommendation it made in 2020.
The bipartisan Turkey and Ecumenical Patriarchate Religious Freedom Act of 2021 would hold Turkey accountable for its campaign of religious discrimination and uphold our nation’s commitment to defending international religious freedom by:
Expressing the sense of Congress that putting Turkey on the Special Watch List would be a powerful and effective tool in highlighting the abuses of religious freedom in Turkey and against the Ecumenical Patriarchate, and that the President should, in accordance with the USCIRF’s recommendation, include Turkey on the Special Watch List;
Requiring the President – if the President ignores the USCIRF Annual Report’s recommendation to include Turkey on the Special Watch List – to submit a report to Congress that contains a detailed justification on the decision to ignore the USCIRF’s recommendation; and
Requiring the Secretary of State to submit a report to Congress on the State Department’s policy for promoting religious freedom in Turkey, including a description of planned efforts to combat deteriorating conditions for religious freedom in Turkey, including diplomacy, foreign assistance, and other relevant efforts.
